Barbara is a consultant with 30 years of international development cooperation experience. She started her career in Amsterdam, working with Amnesty International’s Department of Refugees, and spent most of her early career in Southern Africa, working for the UN Population Fund, the UN Refugee Agency, and the UN Migration Agency (IOM). Most of her humanitarian work took place for IOM in Liberia and Iraq, where she worked for four years as Head of Office in Erbil and Deputy Chief Mission in Baghdad. In this role, she mobilized multi-year, flexible donor funding and negotiated partnerships supporting humanitarian assistance and the resettlement of Yezidis. She later moved to Niamey (Niger) as IOM’s Chief of Mission, where she led the emergency response to the mass arrival of transit migrants, coordinating life-saving assistance and voluntary humanitarian returns with national and local authorities. Barbara brings extensive expertise in civil society organisations, migration dynamics, durable solutions

Marion is a social anthropologist (MA) with more than 30 years of professional experience in international development cooperation. She has lived and worked in Southern Africa for over 20 years and is currently based in Maputo, Mozambique. Throughout her career, Marion has worked as a team leader and member, researcher, trainer, and facilitator. Her areas of expertise include access to justice, entrepreneurship, social cohesion, gender equality, human rights–based approaches, and the socio-economic empowerment of women. She also brings extensive experience in health-related themes, particularly (adolescent) SRHR, HIV/AIDS, and primary health care. We have previously worked with her on several assignments, including: : Marion’s country experience spans Eastern, Central, Southern, and Western Africa, as well as South America. We are very happy to announce that Andreas Brogaard Buhl is joining PEM as a partner.  Andreas holds an MBA from Aarhus University (2024) and a MSc in Biology and Environmental Management from the University of Copenhagen (1990).  With more than 30 years of senior leadership experience, he brings deep expertise in environmental management, sustainable finance, and Environment, Social and Governance (ESG) across international organizations, public institutions, and private companies. His areas of expertise include international investment standards, risk management, due diligence, corporate and institutional governance, climate change mitigation, biodiversity and conservation, capacity building, results-based reporting and impact evaluation.  Andreas has served as a member of IFU’s Investment Committee (now Impact Fund Denmark) and as editor of key IFU policies (Climate Policy, Sustainability Policy, and Corporate Governance Policy). He has also been a board member of the UN Global Compact Network Denmark, and a development and aid quality assurance advisor to the Danish Ministry of Foreign Affairs (MFA).  He has led multidisciplinary consultant teams during formulation, appraisal and review missions and secured supplementary financing for projects. His country experience spans South America and Central America; Eastern, Northern, Southern Africa; and South-Eastern Asia.  At PEM, we look forward to working with Andreas
