Services for the EU’s External Action 2023 (FWC SEA 2023, Lots 16 & Lot 17)

The objective is to improve the delivery of the EU’s development cooperation. The required expertise cover sectors of EU engagement worldwide.
PEM participates as a consortium partner in Lots 16 and 17 of the EU Services for External Action, which focuses on evaluations at intervention and strategic levels.

Lot 16: Evaluation at the intervention level

The consortium is led by PROMAN (Luxemburg) and includes other European companies, creating strong partnership with complementary thematic and geographic expertise.
The timeframe is from February 2024 until February 2028.
The services include ex-ante, mid-term, final and ex-post evaluations, counterfactual impact evaluations, evaluations of primary interventions and thematic evaluations.

Lot 17: Strategic Evaluation

The consortium for this lot is led by ADE (Belgium), with a timeframe from August 2024 until June 2027.
The services include strategic country, global, and thematic evaluations of EU external action with the aim of improving EU external action strategies, programmes, and interventions.
