Ministry for Foreign Affairs of Finland

PEM is part of two separate framework contracts with the Ministry for Foreign Affairs of Finland.

1) PEM’s collaboration with the Development Evaluation Unit (EVA-11) of Finland’s Ministry for Foreign Affairs.
This unit conducts independent, strategic evaluations of Finland’s development policy and development cooperation programmes.
The timeframe for this framework is three years, from 2024 to 2027.

2) Finnish Fund for Industrial Cooperation.
Finland’s development finance institution focused on promoting sustainable economic development and development in lower-income countries.

This framework is divided into four lots, each supporting Finnfund’s investment. PEM is the consortium leader for Lot  2 (Impact Studies), which covers the procurement of impact studies, gender gap assessments, and Paris alignment assessments.
