PEM was appointed to conduct the final evaluation of the ‘Support for the Implementation of Judicial Reform in Serbia’ project, which aimed to advance justice system reforms in Serbia.
The evaluation assessed progress, effectiveness, and sustainability, focusing on the project’s objectives, strengths and weaknesses in its design, and the Council of Europe’s role in its implementation.
PEM conducted a data collection plan and methodology in Serbian, stakeholder consultations and field visits.

Launched in 2021, the Climate Solutions Partnership is a five-year initiative by WWF, WRI, and HSB, aimed at unlocking barriers to accessing commercial financing. The programme focuses on two main pillars: Nature and Energy, with four key sub-pillars: energy transition in Asia, nature-based Solutions Accelerator (NbSA), sustainable Palm Oil in Asia (ASPOL) and global Knowledge Partnership (GKP).
PEM was selected by WWF to conduct an outcome harvesting for the Climate Solutions Partnership (CSP) programme. The purpose was to validate the outcomes of the programme’s activities, identify the roles of WWF and WRI in achieving these outcomes, and draw key lessons learned. PEM experts conducted fieldwork in Malaysia and Indonesia and participated in a roundtable in Bangkok.

PEM was appointed to conduct a desk appraisal for UNDP’s “Greening for an Inclusive and Just Pathway to 2030” and GIZ’s “Kosovo Energy Project”.
The objective of this desk appraisal was to supplement Denmark’s strategic partnership on energy efficiency, renewable energy, and energy consumption supporting Kosovo’s green transition. This included improving legislation, enhancing institutional capacity, and supporting projects in both the public and private sectors.

PEM was commissioned by the Embassy of Denmark in Kampala to formulate the Danish LoCAL Uganda Scaleup Project in compliance with Danida Aid Management Guidelines. The Local Climate Adaptive Living (LoCAL) Facility, designed by UNCDF, is an internationally recognized mechanism that channels climate finance to local government authorities in LDCs and other vulnerable developing countries.
PEM worked closely with relevant staff at the Danish Embassy and consulted with key partners, including UNCDF, CFU at MoFPED, the Climate Change Department (CCD) at the Ministry of Water and Environment (MWE), MoLG, local governments, and other line ministries.

The City Climate Gap Fund is a collaborative initiative by EIB, GIZ, WB, governmental doners from Germany and Luxemburg, and partner organisations, like city networks. The Gap Fund exists to help cities in middle- and low-income countries to transition toward low carbon and climate resilient pathways, by increasing funding for early-stage project preparation, helping cities in developing climate strategies, identifying climate resilient investments, developing financing strategies, and by building capacity for low-carbon urban development.
PEM was assigned to conduct a mid-term review, to review progress and results of the Gap Fund, identify lessons learned, and formulate strategic recommendation for improving the Fund’s performance.

Denmark, through the Danish Energy Agency, engages in a range of bilateral energy partnerships with developing, emerging, and developed countries. Some of these partnerships are combined under the multi-country Danish Energy Partnership Programme (DEPP).
DEPP IV (2025–2030) will build on lessons from previous phases and mid-term reviews, supporting countries such as India, Kenya, and Brazil in developing climate change mitigation strategies and policies to achieve their Paris Agreement Nationally Determined Contributions (NDCs).
PEM’s role is to assist in the formulation of DEPP IV, developing the framework programme and three country-specific programme documents, including all required annexes, for government-to-government collaboration.

The Cool Coalition, initiated by the United Nations Environment Programme (UNEP), brings together governments, cities, businesses, and civil society to accelerate the transition to efficient and climate-friendly cooling. As a global multi-stakeholder network, it promotes knowledge sharing, advocacy, and coordinated action, with more than 100 partners, including 23 countries.
The Coalition promotes a holistic “reduce-shift-improve-protect” approach, addressing cooling needs through better urban planning, energy-efficient buildings, renewable energy, thermal storage, and the phase-down of hydrofluorocarbons (HFCs) in both industrialized and developing nations.
PEM was commissioned to quality-assure the project documentation for Danish support to the Coalition. This included assessing the robustness of its operational and financial management and its alignment with Denmark’s development cooperation strategy.

The Government of Rwanda aims to increase its development by digitalising the economy and society, including investments in digital infrastructure, public services, and digital skills.
The programme supports responsible public institutions, primarily the Ministry of Information Communication Technology and Innovation (MINICT) and the Rwanda Information Society Authority (RISA), in leading this digital transition.
Key objectives include ensuring equitable access to digital benefits for all, particularly disadvantaged groups such as women and people with disabilities, and fostering community engagement. The project also prioritises machine translation, providing Kinyarwanda language sets and training to expand digital inclusion.

PEM conducted the final evaluation of the Farmer Field Schools (FFS), a four-year FAO/UN Women project established in Abkhazia and Samegrelo, Georgia. FFS serve as farmer-to-farmer learning platforms, demonstrating upgraded technical practices, enhancing food safety in dairy production, and developing networks of farmer groups.
The schools aim to empower up to 1,000 women dairy farmers by providing better income-generation opportunities through improved produce quality and skills for self-employment, facilitated by connections with local dairy shops.
The evaluation documented the project’s key results, achievements, challenges, and lessons learned, highlighting its impact on rural women’s livelihoods. By the time of the evaluation, 58 FFS had been established, and a field visit to Georgia was conducted for data collection.

The Energy Sector Management Assistance Program (ESMAP), established in 1983 as an umbrella trust fund under the World Bank, is a global partnership of 24 donors supporting low- and middle-income countries in reducing poverty and boost growth through sustainable energy solutions. The programme has worked in more than 130 countries.
Denmark has contributed to ESMAP since 1998 through both core funding and targeted support to specific priority areas. As ESMAP prepares its new Business Plan for 2025–2030, Denmark has indicated continued support, alongside a focus on more strategic and consolidated funding.
PEM was commissioned by the Danish Ministry of Foreign Affairs and the World Bank to support this transition. The assignment focused on advising how Danish contributions can be streamlined, aligned with the upcoming Business Plan, and concentrated into fewer, larger engagements for greater impact.

PEM was appointed by the European Union to evaluate its cooperation with Western Balkan countries, focusing on waste management and urban wastewater sectors during 2016–2020, specifically under pillar 3 of the GAWB, , specifically on the Western Balkans Investment Framework (WBIF) and IPA bilateral and regional operations.
The evaluation provided an independent assessment of EU investments and programmes and identified lessons and recommendations to improve current and future strategies. It followed EuropeAid methodology and OECD DAC criteria, while also considering cross-cutting issues such as human rights, gender, and climate.

Danish support to Georgia’s energy sector began in 2016 with the “Energy Efficiency and Sustainable Energy” project and continued in 2020 with the “Enabling Environment for Sustainable Energy” programme. The initiative promotes renewable energy use, energy efficiency, and alignment of Georgia’s legislative and regulatory framework with the EU Energy acquis. It also strengthens stakeholder capacity, advances energy labelling and eco-design, and further develops TIMES Georgia, a policy analysis tool for the country’s National Energy and Climate Plan.
PEM was commissioned to evaluate the “Enabling Environment for Sustainable Energy” project in Georgia. The evaluation aimed to inform future support to the country’s energy sector while examining synergies, coordination, and potential overlaps with other ongoing initiatives. Conducted following a Human Rights-Based Approach, it included a field mission as well to Georgia.

PEM was selected to provide strategic and technical quality assurance of the Danish Tropical Forests Initiative’s Strategic Framework and its initial portfolio of projects.
The appraisal assessed whether the Strategic Framework and its four projects align with overall objectives and strategic priorities. It also evaluated the rationale for project selection and their technical robustness, including management structures, monitoring systems, and risk management.
The Strategic Framework covers the period 2024–2027, with an overall budget of approximately DKK 1 billion. The assessed projects include the Amazon Fund, the Central African Forest Initiative, the EU–Uganda Forest Partnership, and REDD+ Investment Programme II in Ethiopia.
As part of the assignment, PEM conducted a field visit to Ethiopia to support on-site data collection.

Pakistan’s textile and fashion industry (primarily located in Punjab) is the country’s largest economic sector, yet productivity remains low and sustainability challenges are significant. High water, chemical, and energy use, poor working conditions, especially for informal workers and women, and weak enforcement of labor and environmental laws limit the industry’s competitiveness. With global buyers increasingly demanding sustainably produced textiles, the sector urgently needs modernization with sustainable production as a crucial success factor.
PEM was assigned to support this transition by promoting sustainable production practices and strengthening productivity, competitiveness, and resilience across the industry. We worked with both public and private stakeholders to encourage the adoption of economic, environmental, and social standards.

PEM was commissioned to evaluate Sida’s 2021–2025 Cooperation Strategy with Colombia, focusing on its seven objectives across three areas: peaceful and inclusive societies; human rights, democracy, the rule of law and gender equality; and environment, climate and sustainable resource use. The evaluation examined alignment with Swedish development policies, reviewed synergies with the Folke Bernadotte Academy (FBA), and assessed Swedish contributions to Colombia. Key lessons and recommendations were identified to strengthen future development cooperation under Sida’s country-focused approach.

The Spanish Agency for International Development Cooperation (AECID) and the European Investment Bank (EIB) established a partnership in 2011 to support private sector development in the Southern Mediterranean. The mandate focused on promoting investment, particularly risk capital, for micro, small, and medium-sized enterprises (MSMEs).
Investments were made across Morocco, Tunisia, Egypt, and Jordan, with additional direct investment in Lebanon. The portfolio spans sectors such as manufacturing, healthcare, education, retail, and technology.
PEM was commissioned by AECID and the EIB to evaluate the results and added value of the mandate. The evaluation also assessed the EIB’s management of the programme and explored its potential for replication.

The Good Financial Governance (GFG) Programme III supports Zambia in addressing fiscal challenges due to insufficient public revenues and a lack of budget credibility and strengthening public financial management following the country’s IMF agreement. Funded by Germany and the EU, the programme works with key institutions, including the Ministry of Finance, Zambia Revenue Authority, and Zambia Public Procurement Authority, to improve transparency, accountability, and efficiency.
PEM was commissioned by GIZ to assess the programme’s long-term impact and sustainability, considering previous modules and synergies with broader public administration reforms and EU co-financing.

PEM was appointed to conduct a mid-term review of the SADC Transfrontier Conservation Areas Financing Facility (SADC TFCA FF), a grant-making facility managed by IUCN and funded by Germany (BMZ via KfW). The facility supports conservation projects in transboundary landscapes, focusing on habitat connectivity, improved protected area management, and enhancing livelihoods for communities living alongside wildlife. Elephants and large carnivores are flagship species of the initiative.
The review aimed to support learning and accountability by assessing the effectiveness, efficiency, and relevance of the facility’s institutional structures and processes. It also examined fundraising capacity, growth potential, and convening power, while identifying lessons learned and providing recommendations to key stakeholders.
The evaluation was based on stakeholder consultations through interviews, focus group discussions, site visits in Mozambique and Zimbabwe, online surveys, and document reviews.

The programme People Partner with Nature for Sustainable Living – Phase III (PPN III) ran from January 2022 to December 2025. It was implemented by DOF BirdLife Denmark in partnership with Nature Kenya, Nature Uganda, and Bird Conservation Nepal.
PPN III aimed to conserve forest ecosystems while generating sustainable benefits for biodiversity, local communities land use and livelihood, and the climate. The programme focused on strengthening climate-resilient livelihoods, improving forest conservation status, and promoting participatory forest management.
PEMconsult was commissioned to carry out a midterm review of the programme, assessing the first two years of implementation, including the programme’s strategic approach, progress towards results, and budget performance, and provided recommendations for adjustments.

Launched in 2019 with Danish support, the OECD Clean Energy Finance and Investment Mobilisation (CEFIM) Programme helps emerging economies attract finance for renewable energy, energy efficiency, and industry decarbonisation. The programme initially operated in Colombia, India, Indonesia, Thailand, and Vietnam, and now also includes Egypt, the Philippines, and South Africa.
Denmark has contributed to CEFIM from 2019–2023 and will continue support through 2028, focusing on grid-scale renewable power and energy efficiency.
PEM was commissioned by Danida to strengthen existing programmes, expand Danish cooperation to new countries, and enhance knowledge sharing and capacity development.
