The Danish Minister for Development Cooperation has approved the Thika and Githunguri Water Supply and Sanitation Project, which will be financed through a subsidized loan from Danida Sustainable Infrastructure Finance.
PEM was appointed as the Technical Monitoring Consultant (TMC) to oversee the project design and procurement on behalf of DSIF during the design phase. The role ensures the project scope aligns with the Danish project approval document, DSIF Rules and Guidelines, and national priorities and regulations.

PEM was selected to provide an evaluation of the EU cooperation with Bangladesh from 2014 to 2024 across key sectors such as green and inclusive development, food and nutrition security, human capital development, and democratic and inclusive governance. It also covered cross-cutting themes like environment, climate change, gender, and human rights.
The evaluation also focused on EU strategic priorities, including the Global Gateway and 360 degrees approach, and examined various support modalities used in delivering EU development assistance, including project-based modalities, policy dialogue, budget support, and blending.
PEM used a mixed-methods approach, including a desk review and field mission to Bangladesh, to gather evidence, engage stakeholders, and conduct site visits.

PEM was appointed by Danida to develop programming documentation for Danish support to the Santiago Network, ensuring synergy and alignment with existing Danish efforts to address loss and damage.
The Santiago Network, established under the UN Climate Convention as part of the Warsaw International Mechanism for Loss and Damage, focuses on mitigating the impacts of climate extremes and disasters. It provides technical assistance for projects in vulnerable countries, aiming to minimize loss and damage by enhancing access to knowledge, finance, and capacity building.

Agriculture and bioeconomy are key sectors for the European Investment Bank (EIB), both within and outside the EU. These sectors are central to food security, environmental sustainability, and climate action, and play a critical role in rural development and broader economic development.
PEM was appointed to evaluate the EIB’s support for agriculture and bioeconomy. The evaluation focused on assessing the outcomes of EIB interventions from 2014 to 2022, filling knowledge gaps, and learning from past efforts, as it was the first direct evaluation of agriculture and bioeconomy. Case studies were conducted in Eswatini, Morocco, Turkey, Georgia, Moldova, Malawi, and Zambia.

PEM was selected to conduct a Mid-Term Review of Denmark’s support to the Global Water Security and Sanitation Partnership (GWSP), focusing on strategic relevance, Danish influence, and GWSP’s role within the World Bank’s Water Global Practice. GWSP is a World Bank multi-donor trust fund that helps countries achieve water-related SDGs through water management, climate-resilient irrigation, and risk reduction, especially in fragile environments. The review assessed GWSP’s progress, evaluated GWSP-supported activities additionality, and explored Denmark’s strategic engagement and collaboration opportunities. PEM’s approach included a desk review, consultations, and stakeholder validation, guided by OECD DAC criteria.

The UN Multi-Partner Trust Fund for SOFF is a financial mechanism aimed at enhancing climate resilience and adaptation through better weather and climate information services. SOFF will improve data and information for forecasting, modelling, and early warnings, helping to prevent loss of lives, livelihoods, and reduce the impacts of climate change.
PEM was commissioned by Danida to develop the programme documentation for Danish support to the Systematic Observations Financing Facility (SOFF). This included defining financial and peer advisory support, selecting countries for collaboration, and ensuring coordination with other initiatives, especially the Strategic Sector Cooperation (SSC) in meteorology and the Early Warnings for All (EW4ALL) initiative.

PEM was appointed to conduct the final evaluation of the ‘Support for the Implementation of Judicial Reform in Serbia’ project, which aimed to advance justice system reforms in Serbia.
The evaluation assessed progress, effectiveness, and sustainability, focusing on the project’s objectives, strengths and weaknesses in its design, and the Council of Europe’s role in its implementation.
PEM conducted a data collection plan and methodology in Serbian, stakeholder consultations and field visits.

Launched in 2021, the Climate Solutions Partnership is a five-year initiative by WWF, WRI, and HSB, aimed at unlocking barriers to accessing commercial financing. The programme focuses on two main pillars: Nature and Energy, with four key sub-pillars: energy transition in Asia, nature-based Solutions Accelerator (NbSA), sustainable Palm Oil in Asia (ASPOL) and global Knowledge Partnership (GKP).
PEM was selected by WWF to conduct an outcome harvesting for the Climate Solutions Partnership (CSP) programme. The purpose was to validate the outcomes of the programme’s activities, identify the roles of WWF and WRI in achieving these outcomes, and draw key lessons learned. PEM experts conducted fieldwork in Malaysia and Indonesia and participated in a roundtable in Bangkok.

PEM was appointed to conduct a desk appraisal for UNDP’s “Greening for an Inclusive and Just Pathway to 2030” and GIZ’s “Kosovo Energy Project”.
The objective of this desk appraisal was to supplement Denmark’s strategic partnership on energy efficiency, renewable energy, and energy consumption supporting Kosovo’s green transition. This included improving legislation, enhancing institutional capacity, and supporting projects in both the public and private sectors.

PEM was commissioned by the Embassy of Denmark in Kampala to formulate the Danish LoCAL Uganda Scaleup Project in compliance with Danida Aid Management Guidelines. The Local Climate Adaptive Living (LoCAL) Facility, designed by UNCDF, is an internationally recognized mechanism that channels climate finance to local government authorities in LDCs and other vulnerable developing countries.
PEM worked closely with relevant staff at the Danish Embassy and consulted with key partners, including UNCDF, CFU at MoFPED, the Climate Change Department (CCD) at the Ministry of Water and Environment (MWE), MoLG, local governments, and other line ministries.

The City Climate Gap Fund is a collaborative initiative by EIB, GIZ, WB, governmental doners from Germany and Luxemburg, and partner organisations, like city networks. The Gap Fund exists to help cities in middle- and low-income countries to transition toward low carbon and climate resilient pathways, by increasing funding for early-stage project preparation, helping cities in developing climate strategies, identifying climate resilient investments, developing financing strategies, and by building capacity for low-carbon urban development.
PEM was assigned to conduct a mid-term review, to review progress and results of the Gap Fund, identify lessons learned, and formulate strategic recommendation for improving the Fund’s performance.

PEM took part in this evaluation as a consortium member. The evaluation was guided by OECD/DAC criteria in addition to EU added value, with particular attention to gender equality, women’s empowerment, and alignment with SDGs 16.
The purpose of the evaluation was to provide an independent assessment of the effectiveness of the EU grant support and to inform the next phase of programming for civil society support in Ukraine. Effective civil society capacity development in Ukraine is crucial for sustaining democratic resilience and reform implementation.
PEM Experts’ contribution consisted of in-depth document review, semi-structured- and focus group interviews, survey data collection and analysis, and site visits and observation in Kyiv and regional projects.

PEM was selected to formulate a programme document with UNEP, enabling Denmark to contribute to UNEP’s Pollution Fund. The Fund aims to protect human and environmental health, improve waste management, and reduce pollution in air, water, soil, and oceans.
PEM’s work included a desk review, assessment of UNEP’s capacity and resources, stakeholder consultations, and the development of management and monitoring systems, following Danish MFA Aid Guidelines and OECD/DAC criteria.

The evaluation of the multilateral trust fund portfolio of Nordic donors is being conducted to address the knowledge gap regarding the coordination and impact of Nordic countries’ contributions to multilateral trust funds, particularly from a bilateral perspective. It aims to explore the practices and outcomes of Nordic trust fund coordination and support.
PEM was appointed by Danida to carry out this evaluation, using a comparative approach that includes both quantitative and qualitative elements.

PEM was selected to conduct a preparatory analysis and formulate a project document regarding Denmark’s support to the Team Europe Initiative “Green and Smart Cities SASA”, which aims to enhance local revenue mobilization, strengthen urban resilience and public services for disadvantaged communities, and create economic opportunities, particularly for women and youth.
The formulation had three objectives: first, to ensure that the Government of Tanzania achieves the expected results and meets the eligibility criteria for the budget; second, to enhance the institutional capacities of PORALG and LGAs in effectively promoting local economic development, strategic planning, public finance management, revenue mobilization, ICT reforms, and urban planning; and third, to ensure optimal alignment and synergies between the different components, contracts, and stakeholders.

PEM was hired to conduct a desk appraisal of the Project Document for the ENACT 2025–2029 initiative, focusing on ENACT’s multi-donor structure and its relationship with IUCN, the service provider for the ENACT Support Unit.
The desk appraisal aimed to ensure the quality of the Project Document, in compliance with MFA Aid Management Guidelines (AMG), before its submission to the Council for Development Cooperation, ensuring alignment with Danish development cooperation standards and strategies.

The Horizontal Facility III was developed by the European Commission and the Council of Europe to support Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Türkiye in strengthening key areas such as: an independent judiciary, the fight against corruption, organized and economic crime, anti-discrimination, protection of vulnerable groups (including LGBTI individuals and minorities), and freedom of expression and media.
PEM was commissioned to conduct a mid-term evaluation, providing crucial input for the next programming cycle and offering recommendations based on lessons learned and best practices. The evaluation team undertook field visits to HR III countries, as well as Brussels and Strasbourg.

PEM took part in this formulation as a consortium member. This formulation address deforestation, forest degradation, and challenges in inadequate forest management. It included an environmental and social gap-analysis, the development of a procurement strategy, and the establishment of a results framework and a project implementation unit.
The purpose of the assignment was to provide a comprehensive methodological and technical support to the National Forest Extension and Rehabilitation Programme in Moldova.
PEM Experts contributed by developing materials for EIB’s social and environmental standards, conducting analysis and revision of E&S compliance documents focusing on climate, labor, and biodiversity. They also drafted new E&S recommendations, safeguards, and KPIs, including compliance tracking mechanisms, and provided training on E&S safeguards, risk mitigation, and stakeholder communication.

PEM was chosen to support the development of a new Danish Water Facility designed to increase the implementation of water projects and expand access to clean drinking water and sanitation across selected African countries. Denmark’s water sector is a global leader in sustainable water management and innovative solutions, yet Danish companies lack the institutional framework needed to engage effectively in African markets. The purpose of the new Danish Water Facility is to fill this gap by providing the institutional set-up required to link Danish expertise with Africa’s water challenges.
PEM led the overall process of design, formulation, and finalisation for approval of the two funds based on Danish priorities on development as outlined in the Danish strategies, in close coordination with MFA, embassies, SSC advisors, Trade Council, and Danish water sector stakeholders.

Kosovo, which submitted its EU membership application in December 2022, has long cooperated with the European Union. This cooperation includes key initiatives like the EULEX mission (supporting multi-ethnic justice systems and police services) and the EU Office in Kosovo. Additional agreements, such as visa liberalization and the Stabilisation and Association Agreement (SAA), have further strengthened ties.
PEM contributed to an evaluation of how this ongoing EU-Kosovo cooperation has helped Kosovo align with EU standards. The evaluation focused on four main areas: public administration reform, improving institutions and good governance, energy security, and socio-economic development.
