The Horizontal Facility III was developed by the European Commission and the Council of Europe to support Albania, Bosnia and Herzegovina, Kosovo, Montenegro, North Macedonia, Serbia, and Türkiye in strengthening key areas such as: an independent judiciary, the fight against corruption, organized and economic crime, anti-discrimination, protection of vulnerable groups (including LGBTI individuals and minorities), and freedom of expression and media.
PEM was commissioned to conduct a mid-term evaluation, providing crucial input for the next programming cycle and offering recommendations based on lessons learned and best practices. The evaluation team undertook field visits to HR III countries, as well as Brussels and Strasbourg.

PEM took part in this formulation as a consortium member. This formulation address deforestation, forest degradation, and challenges in inadequate forest management. It included an environmental and social gap-analysis, the development of a procurement strategy, and the establishment of a results framework and a project implementation unit.
The purpose of the assignment was to provide a comprehensive methodological and technical support to the National Forest Extension and Rehabilitation Programme in Moldova.
PEM Experts contributed by developing materials for EIB’s social and environmental standards, conducting analysis and revision of E&S compliance documents focusing on climate, labor, and biodiversity. They also drafted new E&S recommendations, safeguards, and KPIs, including compliance tracking mechanisms, and provided training on E&S safeguards, risk mitigation, and stakeholder communication.

PEM was chosen to support the development of a new Danish Water Facility designed to increase the implementation of water projects and expand access to clean drinking water and sanitation across selected African countries. Denmark’s water sector is a global leader in sustainable water management and innovative solutions, yet Danish companies lack the institutional framework needed to engage effectively in African markets. The purpose of the new Danish Water Facility is to fill this gap by providing the institutional set-up required to link Danish expertise with Africa’s water challenges.
PEM led the overall process of design, formulation, and finalisation for approval of the two funds based on Danish priorities on development as outlined in the Danish strategies, in close coordination with MFA, embassies, SSC advisors, Trade Council, and Danish water sector stakeholders.

Kosovo, which submitted its EU membership application in December 2022, has long cooperated with the European Union. This cooperation includes key initiatives like the EULEX mission (supporting multi-ethnic justice systems and police services) and the EU Office in Kosovo. Additional agreements, such as visa liberalization and the Stabilisation and Association Agreement (SAA), have further strengthened ties.
PEM contributed to an evaluation of how this ongoing EU-Kosovo cooperation has helped Kosovo align with EU standards. The evaluation focused on four main areas: public administration reform, improving institutions and good governance, energy security, and socio-economic development.

PEM was appointed to prepare project documentation for the new IFU Africa Facility, part of Denmark’s broader Africa Strategy. This included drafting a programme document and a concept note for IFU financing of SMEs.
The IFU Africa Facility is part of the new Africa Strategy, which aims to support value chains, Danish export projects, and a strategic Africa Advisory group focused on ensuring better utilization of the complementary and support a unified governmental approach to financing opportunities., with active involvement of Danish companies.
PEM conducted a desk review, consultations with stakeholders, an online survey of Danish companies, and focus groups, alongside virtual and physical meetings with IFU and the Trade Council in Nairobi.

PEM was appointed to evaluate the EU-funded intervention aimed at improving governance and accountability to rebuild public trust and support civil society in Lebanon, with a strong focus on digital transformation. The EU intervention contributes to anti-corruption reforms by supporting the implementation of the National Anti-Corruption Strategy (2020) and assisting national authorities in combating corruption.
This evaluation assessed the project’s performance, results, and influencing factors, identifying key lessons and providing actionable recommendations to strengthen future initiatives.

In the Greater Accra Metropolitan Area, there is a significant water demand-supply gap of over 650,000 m³/day. To address this, the Avewime New Water Treatment Plant, along with new transmission lines and distribution systems, has been proposed, with a capacity of 120,000 m³/day.
PEM was commissioned to conduct a feasibility study and develop a preliminary design using modern technology solutions that optimize life cycle costs. The design aims to be technically, environmentally, socially, and financially sound, aligning with the broader institutional framework of the Ghana Water Company Limited. The goal is to provide decision-makers with a solid basis for financing and, if approved, to support the tendering process for Danish contractors.

PEM was selected to evaluate the impact, efficiency, and effectiveness of the European Union’s support to the Nordic Horn of Africa Opportunities (NHAO) Fund, focusing on its effects on Somalia’s financial markets, enterprise-level outcomes, and employment. The NHAO supports small and medium-sized enterprises (SMEs) in Somalia.
PEM conducted a desk review, portfolio analysis, stakeholder consultations, and a field mission to Hargeisa and Nairobi.The evaluation, guided by OECD/DAC criteria, emphasized impact areas such as employment, turnover, profitability, and special attention was given to women and youth.

The World Bank launched the Sustainable Rural Water Supply and Sanitation (SRWS) Operation to support Tanzania’s Water Sector Development Programme (WSDP) in rural areas, aiming to improve water and sanitation services across 17 regions. The operation uses a results-based financing model with eight Disbursement-linked Indicators (DLIs) across three result areas.
PEM was commissioned by the Government of Tanzania to verify annually, for the first three years, that the agreed results and outputs are delivered, documented, and properly executed through physical inspections and desk reviews.

Danida Sustainable Infrastructure Finance (DSIF) provided a grant and subsidized loan for the construction of a wastewater treatment plant in Faisalabad, Punjab Province, Pakistan. The project, with a capacity of 200,000 m³/day, was designed by SWECO and managed by NIRAS A/S Denmark, with The Water & Sanitation Agency (WASA-F) in Faisalabad as the project employer.
PEM was commissioned by Danida to provide Technical Assistance Services, including reviewing tender documents, examining bids, assessing compliance with predefined criteria, and reviewing the evaluation report prepared by WASA/NIRAS.

PEM was appointed to conduct a strategic review to understand the additionality of the World Bank Papua New Guinea and Pacific Islands Umbrella Facility (PPIUF) and guide the decision making of the Department of Foreign Affairs and Trade (DFAT) regarding future of PPIUF core funding. The review focused on gender, equity and social inclusion, and climate resilience in the Pacific region.
PEM carried out an in-depth document review, stakeholder consultations through in-country missions (Fiji and Solomon Islands, Canberra and Sydney), followed by a reporting phase, drafting of a final report, presentation of findings, and submission of the final report.

PEM was commissioned to identify and formulate Danish development engagements in Ethiopia for the 2025-2029 period, aligned with the Denmark-Ethiopia Country Strategic Framework. The focus is on three strategic objectives: i) strengthening resilience and future opportunities, ii) supporting conflict-sensitive and inclusive green growth, and iii) promoting human rights, social cohesion, and peace.
PEM also contributed to the formulation of nexus programmes and projects aimed at reducing vulnerabilities among refugees, internally displaced people, and host communities in the Somali region, addressing climate and displacement challenges. PEM’s work included a desk study and a field mission to Ethiopia

Danida Sustainable Infrastructure Finance (DSIF) is financing the construction of a wastewater treatment plant in Faisalabad, Pakistan, through a grant and subsidized loan to the Government of Pakistan. The project follows the Design, Build, Operate, Transfer (DBOT) model and involves assistance with contractor pre-qualification, tender evaluation, contract management, and works supervision. Tender documents were sent to pre-qualified Danish contractors for the construction of a 200,000 m³/day plant.
PEM was commissioned by Danida to provide Technical Assistance services, including price verification to assess the fairness of the bid in comparison to similar projects.

PEM was selected to evaluate a three-year project led by Blue Ventures and funded by the Norwegian Agency for Development Cooperation (NORAD), aiming to build a sustainable and inclusive coastal community marine economy along the East African coast. The project, implemented in partnership with local organizations in Kenya and Tanzania, focused on community-based marine management, sustainable livelihoods, and enhancing civil society partners for long-term coastal resilience.
The evaluation aimed to assess the project’s achievements against its outcomes and theory of change, identify key successes and challenges, and provide recommendations for future projects. PEM also reviewed the Monitoring and Evaluation plans of the client and their partners.
PEM used a participatory approach, and conducted the evaluation through methodology development, a desk review, stakeholder consultations, field missions in Kenya and Tanzania, analysis and reporting.

PEM was commissioned to evaluate two EU-funded initiatives aimed at improving Albania’s law enforcement: EU4FOCAL, which tackles organized crime and drug trafficking through proactive financial investigations and EU4LEA, which enhances Albania’s ability to combat organized crime, corruption, border trafficking and environmental crimes by improving criminal investigation capacities. These projects focus on strengthening the rules of law, enhancing the effectiveness, accountability, and transparency of Albania’s law enforcement system. The EU’s involvement supports broader goals of promoting democracy, stability, and regional security, helping Albania align with EU standards and combat transnational crime.
PEM conducted the evaluation using a human rights-based approach, emphasizing participatory consultation and applying OECD/DAC evaluation criteria. Extensive fieldwork was also carried out in Albania.

The Danish Minister for Development Cooperation has approved the Thika and Githunguri Water Supply and Sanitation Project, which will be financed through a subsidized loan from Danida Sustainable Infrastructure Finance.
PEM was appointed as the Technical Monitoring Consultant (TMC) to oversee the project design and procurement on behalf of DSIF during the design phase. The role ensures the project scope aligns with the Danish project approval document, DSIF Rules and Guidelines, and national priorities and regulations.

PEM was selected to provide an evaluation of the EU cooperation with Bangladesh from 2014 to 2024 across key sectors such as green and inclusive development, food and nutrition security, human capital development, and democratic and inclusive governance. It also covered cross-cutting themes like environment, climate change, gender, and human rights.
The evaluation also focused on EU strategic priorities, including the Global Gateway and 360 degrees approach, and examined various support modalities used in delivering EU development assistance, including project-based modalities, policy dialogue, budget support, and blending.
PEM used a mixed-methods approach, including a desk review and field mission to Bangladesh, to gather evidence, engage stakeholders, and conduct site visits.

PEM was appointed by Danida to develop programming documentation for Danish support to the Santiago Network, ensuring synergy and alignment with existing Danish efforts to address loss and damage.
The Santiago Network, established under the UN Climate Convention as part of the Warsaw International Mechanism for Loss and Damage, focuses on mitigating the impacts of climate extremes and disasters. It provides technical assistance for projects in vulnerable countries, aiming to minimize loss and damage by enhancing access to knowledge, finance, and capacity building.

Agriculture and bioeconomy are key sectors for the European Investment Bank (EIB), both within and outside the EU. These sectors are central to food security, environmental sustainability, and climate action, and play a critical role in rural development and broader economic development.
PEM was appointed to evaluate the EIB’s support for agriculture and bioeconomy. The evaluation focused on assessing the outcomes of EIB interventions from 2014 to 2022, filling knowledge gaps, and learning from past efforts, as it was the first direct evaluation of agriculture and bioeconomy. Case studies were conducted in Eswatini, Morocco, Turkey, Georgia, Moldova, Malawi, and Zambia.

PEM was selected to conduct a Mid-Term Review of Denmark’s support to the Global Water Security and Sanitation Partnership (GWSP), focusing on strategic relevance, Danish influence, and GWSP’s role within the World Bank’s Water Global Practice. GWSP is a World Bank multi-donor trust fund that helps countries achieve water-related SDGs through water management, climate-resilient irrigation, and risk reduction, especially in fragile environments. The review assessed GWSP’s progress, evaluated GWSP-supported activities additionality, and explored Denmark’s strategic engagement and collaboration opportunities. PEM’s approach included a desk review, consultations, and stakeholder validation, guided by OECD DAC criteria.
