Technical Assistance
Technical Assistance and Capacity Development aim to provide expert knowledge, skills or services to implement a project as well as to strengthen the abilities of individuals and organisations to achieve their objectives effectively.
A key objective of international development cooperation is to develop the capacity of institutions (SDG 17: Partnership for the Goals) to enhance international cooperation for effective and targeted capacity development in developing countries. This includes North-South, South-South and triangular cooperation.
At PEM, we provide technical assistance and capacity development to our clients. Our technical assistance services are capacity assessment, economic analysis, financial management support, process and workshop facilitation and training courses.
We have worked with a wide range of clients from multilateral development banks, such as the European Investment bank (EIB); bilateral development agency, such as Danida and GIZ; multilateral institutions like the European Commission; and Government agencies such as NaCSA (National Commission for Social Action, Sierra Leone).
How we work:
For more than 15 years, PEM has delivered diverse technical assistance services:

- Institutional and governance studies at regional and national level. These studies include analysis of individual organisations, sectors, and ministries, as well as governance analysis and the development of sector controls to regulate the private sector.
- Development of tools for basket funding, targeted budget support and direct budget support in Africa, Asia and South America.
- Knowledge management through support of research programmes that promote regional research and generate knowledge.
