Evaluation
Evaluation is a structured assessment used to understand what worked, what did not, and why in development programs, programs and strategies. It is a key part of Monitoring, Evaluation, and Learning (MEL), which plays an important role in international development cooperation. Through evidence-based insights, evaluations help clients understand the project’s impact and effectiveness while identifying lessons and recommendations to strengthen future programmes.
PEM has a strong track record in designing and implementing high-quality evaluations across sectors and geographic contexts. Since 2020, PEM has conducted more than 60 independent evaluations, reviews, and monitoring assignments.
Our clients include multilateral organisations such as the European Union and European Commission, multilateral development banks such as the European Investment Bank (EIB), bilateral development agencies including LuxDev and Danida, and international NGOs such as IUCN and Horizont3000.
How we work
We undertake a wide range of evaluations across sectors, countries, and institutions, covering the full project and programme cycle, from mid-term reviews and final evaluations to strategic portfolio assessments.
Our work includes complex thematic, policy, and strategic sector assessments, as well as evaluations of national and regional programmes, and corporate and institutional evaluations that examine organisations’ capacity to deliver on their mandate.
We use theory-based approaches and mixed methodologies. We use expert-driven or participatory bottom-up approaches, ensuring the findings are relevant and useful for decision-making and focusing on achieving a change-oriented learning outcome.
Thematic and Geographic Experience
PEM has experience in a wide range of topics including private sector development, climate change adaptation and mitigation, agriculture and rural development, sustainable energy, natural resource management, and governance.
We have extensive experience delivering evaluations in the Least Developed Countries (LDCs), Fragile and Conflict States (FCS) and Small Island Development States (SMIDs).
