Energy Consumption in Kosovo is four times higher than the EU average, and over 90% of electricity is generated by two inefficient, unreliable, and highly polluting lignite thermal power plants. In December 2021, the governments of Denmark and Kosovo decided to strengthen cooperation on Kosovo’s green energy transition, and a Letter of Intent was signed between the MFA and the Kosovan Ministry of Economy, identifying potential topic areas for support.
From February to April 2022, PEM conducted a scoping of potential focus areas and prepared an Identification note, recommending delegated cooperation through the European Bank for Reconstruction and Development (EBRD), combined with possible support from the Danish Energy Agency (DEA).
Now, a detailed formulation of the support programme is required. PEM will formulate a draft and final Programme Document (PD) for the proposed Kosovo-Denmark Partnership for Green and Just Energy Transition, consistent with Danida guidelines.
