- [Evaluation of the Environmental Governance Programme Phase 2, 2020-2023](https://www.pem.dk/evaluation-of-the-environmental-governance-programme-phase-2-2020-2023/): PEMconsult was subcontracted to conduct an evaluation of Phase II of the Environmental Governance Programme, running from 2020-2023. The programme was funded by Sida and jointly implemented by the Swedish Environmental Protection Agency and the UN Development Programme. The programme consists of two sub-programmes, one of which targets sustainable mining governance in 10 participating countries, while the second sub-programme supports the implementation of the UN Sustainability Strategy and therefore aims to promote sustainable practices within the UN. PEMconsult evaluated both subprogrammes, using a mixed-method approach including a survey, semi-structured interviews, a desk review, and more. Field visits were undertaken to Kenya and Zambia and while remote in-depth studies were done on Liberia and Colombia.
- [Improvement of labour-, social- and environment standards in the Pakistani textile industry, Pakistan](https://www.pem.dk/improvement-of-labour-social-and-environment-standards-in-the-pakistani-textile-industry-pakistan/): Pakistan's textile and fashion sector, concentrated mainly in Punjab, is the country's most significant sector, contributing 8.5% to the GDP and constituting 54% of exports. Despite its significance, the industry is lagging behind regional counterparts when it comes to productivity rate while also facing substantial environmental and social problems. Meanwhile, the rising demand from global buyers for textiles produced sustainably is putting pressure on Pakistan and imposing demands of a substantial modernisation of the country’s textile and fashion industry. Therefore, The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) aims to promote sustainability in Pakistan’s textile and fashion sector by improving productivity, competitiveness, and economic resilience through the programme Improvement of labour-, social- and environment standards in the Pakistani textile Industry. PEMconsult has conducted an evaluation of the improvements of the labour, -, social-, and environmental standards recommending both public and private sector entities to embrace the standards within the industry. The evaluation processes included fieldwork in Pakistan.
- [Digital solutions for sustainable development in Rwanda](https://www.pem.dk/digital-solutions-for-sustainable-development-in-rwanda/): The Government of Rwanda is aiming to increase its development by digitalising the country’s economy and society. Investments have been made in various aspects, including digital infrastructure, public services, and enhancing digital skills among the population. Achieving widespread digitalisation is dependent on strengthening responsible public institutions, particularly the Ministry of Information Communication Technology and Innovation (MINICT) and the Rwanda Information Society Authority (RISA). Supported by The Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), this project focuses on advancing the digital transition in Rwanda. A key objective is to ensure that the benefits of digitalisation reach all segments of society, including marginalised groups such as women and people with disabilities. PEMconsult has now finished an evaluation of the project. The evaluation used a mixed-method approach and included fieldwork in Rwanda.
- [Midterm Review (MTR) on the CISU-supported Program ‘People Partner with Nature for Sustainable Living – Integrating Livelihoods and Conservation, Phase III’](https://www.pem.dk/midterm-review-mtr-on-the-cisu-supported-program-people-partner-with-nature-for-sustainable-living-integrating-livelihoods-and-conservation-phase-iii/): The "People Partner with Nature for Sustainable Living - Integrating Livelihoods and Conservation, Phase III (PPN III)" programme was launched in January 2022 by Civil Society in Development (CISU). Implemented in Kenya, Uganda, and Nepal, PPN III aims to conserve forest sites while generating sustainable benefits for biodiversity, people, and the climate. The main aims of the programme include 1) strengthening sustainability and climate change resilience of local community land-use and livelihoods, 2) maintaining and improving the conservation status of PPN forests, and 3) contributing to the sustainability and upscaling of participatory forest management. PEMconsult was assigned by CISU to conduct a mid-term review of PPN II. The review's overall objective is to assess the first two years of PPN III implementation, including evaluating the strategic approach of the programme, assessing preliminary results, and reviewing budget performance.
- [Formulation of Phase II of Danish support to the OECD Clean Energy Finance and Investment Mobilisation (CEFIM) Programme, 2024-2028](https://www.pem.dk/formulation-of-phase-ii-of-danish-support-to-the-oecd-clean-energy-finance-and-investment-mobilisation-cefim-programme-2024-2028/): The OECD Clean Energy Finance and Investment Mobilisation (CEFIM) Programme was launched in 2019 by the Organisation for Economic Co-operation and Development (OECD). Originally introduced in Colombia, India, Indonesia, Thailand, and Vietnam, CEFIM now also encompasses Egypt, the Philippines, and South Africa. Denmark has supported CEFIM with a Voluntary Contribution of DKK 35 million during 2019-2024, focusing on grid-scale renewable power and energy efficiency. An additional DKK 40 million has been reserved for a proposed Phase II of Danish support for the CEFIM over 2024-2028. PEMconsult serves as process consultant in the formulation of this new phase of proposed support, in a contract with the Department for Green Diplomacy and Climate of the Ministry of Foreign Affairs of Denmark, and in close liaison with the Danish Ministry of Climate, Energy and Utilities, and OECD. Key aspects of the project formulation include eliciting results and lessons of the first phase of support and OECD’s comparative strengths in the complex and dynamic institutional architecture related to the clean energy transition, and considerations linked to (i) the potential of deepening existing CEFIM programmes in India, Indonesia, and Vietnam, including support for country platforms such as the Just Energy Transition Partnerships (JETPs), (ii) expanding collaboration to new locations not previously supported by Denmark, (iii) and intensifying knowledge exchange and capacity building across countries and regions.

PEM is currently finalising a mid-term review of two re-granting mechanisms managed by the IUCN Ocean Team that aim to unlock this potential. The Blue Natural Capital Financing Facility (BNCFF) supports the development of innovative, nature-based, and economically sustainable projects that generate clear ecosystem service benefits through diverse income streams and appropriate risk-return profiles. The Blue Carbon Accelerator Fund (BCAF) builds on BNCFF’s foundation, offering dedicated funding to support blue carbon restoration and conservation projects in developing countries —helping to pave the way for private sector finance.
- [Evaluation of the EIB’s support for agriculture and the bioeconomy outside the EU between 2014 and 2023](https://www.pem.dk/evaluation-of-the-eibs-support-for-agriculture-and-the-bioeconomy-outside-the-eu-between-2014-and-2023/): In collaboration with the Evaluation Division of the European Investment Bank (EIB), PEM recently completed an evaluation of the EIB's support for agriculture and the bioeconomy outside the EU between 2014 and 2023. The evaluation included detailed case studies conducted in Eswatini, Georgia, Malawi, Moldova, Morocco, Türkiye, and Zambia.The evaluation recommends the EIB to:1) Deepen collaboration with EU delegations, FAO, IFAD, and other partners;2) Ground its operations in comprehensive value chain analyses;3) Increase local currency financing to better support smaller, domestically focused businesses, particularly in sub-Saharan Africa;4) Integrate best practices and refine guidelines to strengthen climate action and adaptation, as well as environmental sustainability.
- [Formulation of the Danish Energy Partnership Programme 2025-2029 with Brazil, India and Kenya](https://www.pem.dk/formulation-of-the-danish-energy-partnership-programme-2025-2029-with-brazil-india-and-kenyaformulation-of/): PEM recently finalised the formulation process of the Danish Energy Partnership Programme 2025-2029 with Brazil, India and Kenya. The programme will be presented in UPR today and is expected to start in early 2025.The partnership draws on Denmark’s 40 years of experience and expertise in the green transition and more than 10 years of the Danish Energy Agency’s experience in sharing best practices through government-to-government cooperation, currently with 25 partner countries. The programme is based on partner demand and peer-to-peer knowledge exchanges. The process included formulation missions to all three countries to confirm partner demand, discuss the details of the country-specific programmes and explore synergies with other initiatives.  Both the Danish Climate Act and the Danish Strategy for Development Cooperation point to the opportunities for Denmark to increase its international support to the largest greenhouse gas emitters and developing countries to raise their climate ambitions.

- [Formulation of the renewed Danish support to the Energy Sector Management Assistance Program (ESMAP)](https://www.pem.dk/formulation-of-the-renewed-danish-support-to-the-energy-sector-management-assistance-program-esmap/): PEM is currently formulating the renewed Danish support to the Energy Sector Management Assistance Program (ESMAP). ESMAP was established in 1983 as an umbrella trust fund under the World Bank, and it is a partnership of 24 donors that aims to help low and middle-income countries reduce poverty and boost growth through sustainable energy solutions. ESMAP has worked in more than 130 countries and disbursed USD 423.4 million in grants. Denmark, a donor to ESMAP since 1998, is now focusing its contributions on fewer, larger projects. PEM is supporting the formulation and consultation process with the Department for Green Diplomacy and Climate of the Ministry of Foreign Affairs of Denmark  and the World Bank to ensure the Danish contributions align with the upcoming ESMAP Business Plan 2025-2030.
- [Appraisal of the strategic framework for the Danish forest programme and four underlying projects](https://www.pem.dk/appraisal-of-the-strategic-framework-for-the-danish-forest-programme-and-four-underlying-projects/): Forests cover 31% of the Earth's surface and house 80% of its land biodiversity. They are vital in combatting climate change and achieving the Paris Agreement and UN Sustainable Development Goals. Yet, the world’s forests are disappearing at an alarming rate. Despite increased focus on sustainability, the fight against deforestation needs more effective and inclusive approaches. By acknowledging the strengths and limitations of various strategies, synergies can be developed that can halt deforestation, avoid negative social impacts, and create equitable outcomes. Denmark aims to support this with a new strategic forest programme with projects in Uganda, Ethiopia, the Central African Forest Initiative and the Amazon Fund. PEM has recently finalized the appraisal of this important progamme. The team assessed the quality and feasibility of the forest programme against the Danish strategic development priorities and provided recommendations on the necessary adjustments for follow-up to be taken prior to submission of the final programme. - [Final evaluation of Women Dairy Farmers project in Georgia](https://www.pem.dk/2143-2/): FAO and UN women are implementing a Swiss-funded project aimed at empowering women dairy farmers in Georgia. It aims to establish a network of female farmers and enhance their skills through training. Additionally, the program seeks to provide valuable knowledge about women’s rights and domestic violence. In 2022 PEM conducted the mid-term evaluation of the project, which was well received and we are now pleased to inform that we will also carry out the final evaluation.
- [Desk appraisal of FACEJ phase 2 and FAMOC phase 2](https://www.pem.dk/desk-appraisal-of-facej-phase-2-and-famoc-phase-2/): PEMconsult conducted a desk appraisal of two bilateral projects, managed by the Danish Embassy in Bamako, Mali, for the Danish Ministry of Foreign Affairs. These projects represent the second phases of the "Fonds d’Appui à la Création des Entreprises par les Jeunes” and the “Fonds d’Appui aux Moteurs du changement”. The projects begin their second phase of implementation in 2024, alongside the introduction of the new transition framework for Danish engagement in Mali spanning from 2024 to 2027. PEMconsult conducted the desk appraisal, evaluating the general justification of the project and an assessment on the project level aspects, and contributed expertise in private sector development.  
- [Next generation low carbon, climate resilient Eco-Village Development in South Asia](https://www.pem.dk/next-generation-low-carbon-climate-resilient-eco-village-development-in-south-asia/): The initiative known as the "Next Generation Low Carbon, Climate Resilient Eco-Village Development in South Asia" (EVD IV) was executed through a collaborative effort involving various entities, including the Dansk International Bosætningsservice (DIB), the International Network for Sustainable Energy (INFORSE), and the Climate Action Network South Asia (CANSA). Operating in Bangladesh, India, Nepal, and Sri Lanka, the project expanded its influence via regional and global advocacy efforts, notably during the Conferences of the Parties (COPs) of the United Nations Framework Convention on Climate Change (UNFCCC). The project promoted the Eco-Village Development (EVD) concept, emphasising community-driven, village-based approaches for low-carbon and climate-resilient development. PEMconsult carried out an evaluation of EVD IV. The evaluation included a field mission, visiting the model ecovillages in India, Nepal, and Sri Lanka. Additionally, remote interviews were carried out with project partners in Bangladesh, India, and Denmark. In the final part of the evaluation, findings were presented in an online workshop with the project partners, and an evaluation report was elaborated. 
- [Inception Review of the Enhanced Danish-Ethiopian Energy Partnership (DEEP)](https://www.pem.dk/inception-review-of-the-enhanced-danish-ethiopian-energy-partnership-deep/): The Enhanced Danish Ethiopian Energy Partnership (DEEP) is a collaborative initiative based on government-to-government cooperation between Denmark and Ethiopia. Its objective is to enhance Ethiopia's Nationally Determined Contribution (NDC) aligned with the Paris Agreement and promote widespread economic growth by strengthening the performance of the energy sector. DEEP encompasses three different projects: (i) energy planning and modelling, (ii) the development of wind power, and (iii) the integration of variable renewable energy systems. PEMconsult was assigned to provide an inception review with an independent evaluation of the outcomes and quality assurance of the inception phase. 
- [External prospective review of the Geneva Technical Hub (GTH)](https://www.pem.dk/external-prospective-review-of-the-geneva-technical-hub-gth-2/): The Geneva Technical Hub (GTH), established in April 2021 by the Swiss Agency for Development and Cooperation (SDC) and the United Nations High Commissioner for Refugees (UNHCR), seeks to enhance UNHCR's capabilities in various areas, including preparedness, disaster risk reduction, energy & environment, water, sanitation and hygiene, shelter & settlement, site planning, and protection. Integrated within UNHCR's Division of Resilience and Solutions (DRS) at its headquarters, the SDC's support to the GTH aims to achieve specific outcomes aligned with greening humanitarian aid. PEMconsult has conducted an evaluation of the GTH by analysing the implementation, collaboration and achievements of the initiative. A crucial aspect of the evaluation was to identify main takeaways and recognise good practices for providing recommendation for the next period spanning from 2024-2027.
- [Mid-Term Review of the Danish Voluntary Contribution to the International Energy Agency for the Clean Energy Transitions Programme 2021-2025](https://www.pem.dk/mid-term-review-of-the-danish-voluntary-contribution-to-the-international-energy-agency-for-the-clean-energy-transitions-programme-2021-2025/): PEMconsult was contracted by the Ministry of Foreign Affairs to conduct a mid-term review to evaluate and appraise Denmark’s involvement in the International Energy Agency’s Clean Energy Transitions Programme (CETP) for 2021-2025. In 2021, Denmark contributed DKK 50 million as a Voluntary Contribution to the CETP. These contributions support the continuation of Denmark's backing for the Energy Efficiency in Emerging Economies (E4) Programme within CETP, benefitting partner countries like Brazil, China, India, Indonesia, Mexico and South Africa. Additionally, a part of the contribution is designated for broader CETP initiatives in China, India, and Indonesia. The management of the Danish Voluntary Contribution is a collaborative effort between the Danish Ministry of Climate, Energy, and Utilities (MCEU) and the Ministry of Foreign Affairs (MFA). PEM was examining the progress against key indicators and made recommendations for potential adjustments.
- [Strategic Sector Cooperation on Climate and Meteorology](https://www.pem.dk/strategic-sector-cooperation-on-climate-and-meteorology/): PEMconsult has provided a background study to supply the Danish Meteorological Institute (DMI), Ghana Meteorological Agency (GMet) and the Embassy of Denmark in Ghana with information about the intersecting political and operational dynamics linked to climate change and meteorology. The study included an assessment of the current state of climate and weather information services, stakeholder needs, gaps, challenges, and opportunities. The information provided through this study was utilised in the formation of the climate and meteorology Strategic Sector Cooperation (SSC). Additionally, the study offered recommendations for the SSC, with a focus on ensuring value for money, financial viability of GMet services, institutional strengthening, and the enhanced collaboration with DMI, the Embassy of Denmark, and other Danish entities.
- [Independent evaluation on the climate approach of SECO’s economic cooperation division since 2017](https://www.pem.dk/independent-evaluation-on-the-climate-approach-of-seco-s-economic-cooperation-division-since-2017/): PEMconsult has successfully completed an in-depth evaluation of the Swiss’ State Secretariat for Economic Affairs (SECO) climate approach within the realm of economic cooperation. The assessment aimed to document the results achieved through SECO's climate efforts and provide useful guidance for improving SECO's approach to climate issues. This evaluation takes a broad view, covering various aspects from the strategic and organizational levels down to individual countries, themes, and specific projects. We further considered SECO's overarching strategy of integrating climate considerations into economic growth, quantifiable progress, discernible impacts, and the transformative changes attained. Additionally, we're exploring ways to strengthen our client's climate initiatives. 
- [Final evaluation of Phase I of the Integrated Tiger Habitat Conservation Programme](https://www.pem.dk/final-evaluation-of-phase-i-of-the-integrated-tiger-habitat-conservation-programme/): Phase I of the Integrated Tiger Habitat Conservation Programme (ITHCP) runs until the end of 2022 and a subsequent Phase will be implemented. The programme's focus is on the management of protected areas, corridoes and buffer zones, on the protection of tigers through anti-poaching and monitoring of tigers and prey, and on the livelihoods of communities living in and around tiger habitats to reduce poaching, over-exploitation of forest resources and human wildlife conflicts. A final review of Phase I was conducted to evaluate ITHCP regarding its relevance, effectiveness, efficiency, impacts and the sustainability of the outcomes. The evaluation considered lessons learned that will be incorporated into the design of Phase II of the ITHCP. PEM delivered an inception report with the detailed methodology, a draft and final evaluation report, and a power-point presentation of the final findings and recommendations.
- [Support to the EU Delegation in programming of actions contributing to the Multi-annual Indicative Programme (MIP) in Lesotho 2021 – 2027](https://www.pem.dk/support-to-the-eu-delegation-in-programming-of-actions-contributing-to-the-multi-annual-indicative-programme-mip-in-lesotho-2021-2027/): PEM completed an assignment to support the EU Delegation (EUD) in Lesotho, focusing on implementing actions aligned with the Multi-annual Indicative Programme (MIO) for Lesotho 2021-2027. This project, conducted within the EU's Global Technical Assistance Facility for the Water Sector, involved evaluating past, ongoing, and planned interventions in the rural WASH and governance sector, including those by EU support and other partners. The assessment considered expected results and potential for future phases. Additionally, the assignment involved evaluating Human Capacity Development activities in the water sector and identifying detailed, budgeted actions for potential implementation. The project's findings also led to recommendations for action in the sector. 
- [Evaluation of the Council of Europe Action Plan for Georgia 2020-2023](https://www.pem.dk/evaluation-of-the-council-of-europe-action-plan-for-georgia-2020-2023/): The Committee of Ministers (CM) of the Council of Europe (CoE) adopted the Action Plan for Georgia 2020-2023 in the end of 2019. It is meant to support the country’s effort to honour its obligations as a member state of the CoE and is in line with European standards of human rights, rule of law and democracy. The objectives of the Action Plan include protecting and promoting human rights and dignity, ensuring social rights, ensuring justice, strengthening and countering threats to the rule of law, strengthening democratic governance, and promoting participation and diversity. The objective of the evaluation is to draw lessons from implementation and to provide the stakeholders of the CoE Action Plan with an objective assessment of the achieved results. These results will influence the preparation of the future CoE Action Plans in Georgia but also other countries. Hence, the overall aim is to enhance their relevance and effectiveness. The evaluation comprised the Country Action Plan for Georgia 2020-2023, which includes 34 projects. A sample of the projects were reviewed more closely to identify findings and draw conclusions and recommendations. The evaluation focused on three evaluation criteria: relevance, added effectiveness and value. A mixed methods approach, including desk review, semi-structured interviews, surveys, case studies and/or focus group discussions, was applied to answer the evaluation questions.
- [Inception Review, Enhanced Danish-Ethiopian Energy Partnership (DEEP)](https://www.pem.dk/inception-review-enhanced-danish-ethiopian-energy-partnership-deep/): DEEP is based on government-to-government cooperation involving the Danish Energy Agency and the Danish Energinet, with the purpose of strengthening Ethiopia’s Nationally Determined Contribution NDC in accordance with the Paris Agreement and to support broad-based economic growth through strengthening of the energy sector’s performance. DEEP comprises 3 projects: i) energy planning and modelling; ii) wind power development; iii) system integration of variable renewable energy. After the Programme Documents were updated in early 2023, DEEP was finally approved by the Danish Minister for development cooperation and global climate policy on 10 February 2023 and an Inception Phase was launched. The purpose of the Inception Review was to support the Embassy of Denmark in the management of the support provided and to secure the best possible start of DEEP.
- [External prospective review of the Geneva Technical Hub (GTH)](https://www.pem.dk/external-prospective-review-of-the-geneva-technical-hub-gth/): The Swiss Agency for Development and Cooperation (SDC) and the United Nations High Commissioner for Refugees (UNHCR) established the Geneva Technical Hub (GTH) in April 2021. The GTH aims to enhance UNHCR's response in areas such as Preparedness, Disaster Risk Reduction (DRR), Energy & Environment, Water, Sanitation and Hygiene (WASH), Shelter & Settlement, Site planning, and Protection. The SDC's support to the GTH aims to achieve specific outcomes as defined in the project log frame for greening humanitarian aid. The outcomes are to establish and operationalize the GTH, develop technical tools and guidance followed by UNHCR's field operations, enhance the technical capacity of UNHCR staff in the field through GTH's assistance, and proposing and implementing innovative and context-specific technical solutions to complex challenges in Energy & Environment, Preparedness and DRR, WASH, Shelter & Settlement, site planning, and protection in UNHCR's field operations. The evaluation tools included a document review, semi-structured interviews, focus group discussions and SWOT analysis, case studies and/or outcome harvesting, and a final workshop in Geneva.
- [Mid-term Review of Danish Support to IISD-GSI for Fossil Fuel Subsidy Reform and Clean Energy Transition](https://www.pem.dk/mid-term-review-of-danish-support-to-iisd-gsi-for-fossil-fuel-subsidy-reform-and-clean-energy-transition/): The International Institute for Sustainable Development (IISD) Global Subsidies Initiative (GSI) supports international processes, national governments, and civil society organizations to align subsidies with sustainable development. Denmark has been one of the strongest supporters of IISD GSI with approximately DKK 69 million since 2006, primarily focused on promoting fossil fuel subsidy reform and clean energy investments. The current 4-year phase of support (2019-2023, DKK 20 million) is administered jointly by the Danish Ministry of Climate, Energy and Utilities (MCEU) and the Department for Green Diplomacy and Climate (GDK) at the Danish Ministry of Foreign Affairs (MFA). In addition, Denmark provides DKK 3 million for the establishment of a secretariat for the Beyond Oil and Gas Alliance (BOGA) hosted by IISD. The Mid-term Review (MTR) is an independent quality assurance of the implementation of the Danish grant to IISD-GSI during the period 2019-2023. The review’s findings and recommendations will feed into the decision on potential continued support to IISD-GSI. The mid-term review serves the purpose to take stock of the results achieved, to draw lessons learned, and to provide the MCEU and the MFA with an assessment of the strategic relevance of continued multi-year support of IISD-GSI as well as the size and scope of potential continued support.
- [Central Project Evaluation of the Joint Mexican-German Fund](https://www.pem.dk/central-project-evaluation-of-the-joint-mexican-german-fund/): PEM is in the middle of an assignment in Mexico. The Joint Mexican-German Fund (FCMA) was created in 2015 to address governance challenges. FCMA provides financial and technical assistance to government and civil society initiatives that aim to improve public security, protect human rights, promote social inclusion, strengthen the rule of law, and enhance democratic governance. FCMA focuses on sustainable solutions by providing support throughout the entire project cycle. PEM is now evaluating the joint fund for the full period 2015-2023.
- [Identification and formulation of Danish contribution to the Team Europe Initiative On Transboundary Water Mangement in Africa](https://www.pem.dk/identification-and-formulation-of-danish-contribution-to-the-team-europe-initiative-on-transboundary-water-mangement-in-africa/): PEM is involved in an assignment aligned with the Danish strategy for development cooperation, "The World We Share”. The contribution is part of the Team Europe Initiative (TEI) on Transboundary Water Management in Africa (fEI-TWM), which brings together a variety of international stakeholders. By aligning efforts with the global objectives of the European Green Deal, the TEI investments will support large-scale projects in Africa with social, economic, and environmental benefits at continental, regional/basin, and national levels. The project’s specific objectives include improving policies and knowledge regarding water resources management, fostering cooperation and peer learning among transboundary basin bodies, enhancing transboundary integrated water resource management and water-energy-food-environment nexus approaches for climate change adaptation and biodiversity conservation, and increasing investments that contribute to economic development and regional integration.
- [Final Evaluation of IUCN’s Plastic Waste Free Islands Project](https://www.pem.dk/final-evaluation-of-iucn-s-plastic-waste-free-islands-project/): Every year, 10 million tons of plastic waste enter the ocean. Small Island Developing States (SIDS) are particularly affected by this increasing amount of marine litter. In 2019, IUCN (International Union for Conservation of Nature and Natural Resources) launched the Plastic Waste Free Islands (PWFI) project. The program is running for three years and incorporates six islands in the Caribbean and Pacific: Fiji, Vanuatu, Samoa, Antigua and Barbuda, Saint Lucia, and Grenada. The aim of this project is to promote their circular economy and to demonstrate effective solutions to addressing plastic leakage.
- [Support to developing a comprehensive Danish Approach to Food and Agriculture development Assistance](https://www.pem.dk/support-to-developing-a-comprehensive-danish-approach-to-food-and-agriculture-development-assistance/): With the development strategy "The World We Share" food and agriculture is back as a major priority in Danish Development Policy as part of the climate, poverty, and health agendas. The development of the global food situation is becoming graver with regard to Russia's invasion and war in Ukraine, climate change and economic pressure as a result of the COVID pandemic. On this background, work has started to develop a stronger concerted "whole of government" approach to the Danish international engagement on food and agriculture. The purpose of the assignment is to assist the Department for Green Diplomacy and Climate (GDK) of the Ministry of Foreign Affairs in developing a comprehensive approach to food and agriculture in development assistance aligned with the “whole of government” approach. The methods include the development of background overviews, the facilitation of consultations and dialogues, analyses and more. The main outputs include an inception report and a how-to note describing a comprehensive Danish approach to development assistance in food and agriculture.
- [Programming MYNSAM 2.0 framework with Ministry of Climate, Energy and Utilities and its Agencies](https://www.pem.dk/programming-mynsam-2-0-framework-with-ministry-of-climate-energy-and-utilities-and-its-agencies/): As part of the new Strategic Sector Cooperation (SSC) guidelines, a 4-year framework programme is being developed with Danish authorities to manage the Danish SSC. The consultancy facilitates the process of preparation and formulation of programme documentation for a framework agreement between the Ministry of Foreign Affairs (MFA) and the Ministry of Climate Energy and Utilities (KEFM).
- [Consultancy regarding Impact Due Diligence for W2AF](https://www.pem.dk/consultancy-regarding-impact-due-diligence-for-w2af/): IFU (The investment fund for developing countries) is considering investing in W2AF (Water Access Acceleration Fund), a water impact fund managed by Incofin. IFU has requested the Consultant to support IFU in conducting an impact due diligence of this fund. The objective of the impact due diligence of the W2AF is to allow decision making on IFU’s investment in the fund and to provide information on how IFU should monitor its investment in the fund. The objective of the consultancy is to support IFU in designing the impact due diligence through assessing the strategy of the fund for achieving impact and its operational capacity to monitor and ensure that the intended impacts are realized.
- [Water Sector Analysis and Inputs to SSC Formulation in Morocco](https://www.pem.dk/water-sector-analysis-and-inputs-to-ssc-formulation-in-morocco/): Denmark and Morocco have agreed to collaborate through a Strategic Sector Cooperation (SSC) in the water sector. The formulation of the engagement is done by the Danish Environmental Protection Agency (DEPA) in collaboration with the Moroccan authorities and partner organizations. To decide the final focus area of the collaboration, DEPA has released a tender for a background study of the Moroccan water sector. A PEM team led by PEM-partner Thorbjørn Waagstein has analyzed the water sector and prepared inputs to the project document of the SSC collaboration. Part of the assignment was a field trip to Morocco for face-to-face discussions and data collection.
- [Feasibility Study for the Jinja-Iganga Water and Sanitation Project](https://www.pem.dk/feasibility-study-for-the-jinja-iganga-water-and-sanitation-project/): The National Water and Sewage Corporation (NWSC) of Uganda presented a list of four project ideas and requested financing from Danida Sustainable Infrastructure Finance (DSIF). The Jinja-Iganga project has been deemed suitable and NWSC has presented the project on a larger scope, which includes several subtopics within water supply and sanitation. In the first half of 2022, PEM assisted NWSC and DSIF in assessing whether the project may be eligible for DSIF funding. The team led by PEM-partner Thorbjørn Waagstein drafted a debriefing note, and assessment report, and a concept note according to Danida Guidelines.
- [Preparation and Programme Formulation for the World Resource Institute (2023 – 2027)](https://www.pem.dk/preparation-and-programme-formulation-for-the-world-resource-institute-2023-2027/): The World Resource Institute (WRI) is an advocate and implementer of researching, designing, and carrying out practical solutions which improve people’s lives and ensure that nature can thrive. Since 2013, Denmark has provided core funding to the organization and has thus supported it’s aims. WRI’s 2023-2027 strategic plan will also receive Danish funding, however with an earmark. The chosen thematic areas for the plan will follow Danish development priority areas.
- [Appraisal of Denmark’s support to Climate Investment Fund’s Accelerating Coal Transition (ACT) investment program](https://www.pem.dk/appraisal-of-denmark-s-support-to-climate-investment-fund-s-accelerating-coal-transition-act-investment-program/): Coal as an energy resource accounts for about 30% of the projected global temperature increase and thus, makes it the single largest driver of climate change. Nevertheless, the phase-out of the resource often meets strong opposition from public and private actors as there are strong economic and political incentives to maintain coal as a major energy resource. This is why the Climate Investment Fund (CIF) initiated the Accelerating Coal Transition (ACT) Program in early 2021 at COP 26. Denmark pledged a contribution in the amount of DKK 100 million to the program in 2022. PEM won the tender to provide quality assurance for the investment and its related documentation in accordance with the MFA Aid Management Guidelines. PEM partners Stephanie Oksen and Jens Lorentzen further proposed recommendations for adjustments and improvements of the project document.
- [Technical Assistance for the Sumbawa Biomass Project in Indonesia](https://www.pem.dk/technical-assistance-for-the-sumbawa-biomass-project-in-indonesia/): Indonesia consists of more than 15 000 islands. Each island has an independent power grid, and many islands are also off grid. It is especially difficult to implement renewable energy supplies under these conditions.
- [Programming a SSC 2.0 framework with the Municipality of Aarhus](https://www.pem.dk/programming-a-ssc-2-0-framework-with-the-municipality-of-aarhus/): The guidelines of the Danish Strategic Sector Cooperation (SCC) were updated following the evaluation of the program in 2020. The new version SSC 2.0 initiates 4-year framework programmes as a basis for the engagement with Danish authorities. They are aimed to promote a socially just green transition, the development of the SSC as a political dialogue instrument, the reinforcing of the commercial value and the redesigning of the organisation into result-based management. Two pilot projects with national authorities and one with the municipality of Aarhus were planned for the phase-in stage in 2022. The transition into further phases of the SCC collaboration with Aarhus will demand new and adjusted ways of thinking, organising, planning, and reporting for all involved parties. Throughout 2022, Eric Buhl-Nielsen and Astrid Høegh Jensen from PEM have tried to ease this transition by enabling dialogues and discussions, and by developing answers and solutions to arising challenges during this process.
- [Programming of Danish Support to UN Decade on Ecosystem Restoration](https://www.pem.dk/programming-of-danish-support-to-un-decade-on-ecosystem-restoration/): UNEP, FAO and partnering with UNDP have established a Multi-Partner Trust Fund (MPTF) of the UN Decade on Ecosystem Restoration, with the aim of promoting global movement in support of preventing and reversing ecosystem degradation worldwide. It is meant to combat declining biodiversity, support livelihoods and green jobs, enhance natural resource bases, and finally help societies adapt to and mitigate climate change through the restoration of ecosystems worldwide.
- [Evaluation of the EIB support to the Water Sector of outside EU countries](https://www.pem.dk/evaluation-of-the-eib-support-to-the-water-sector-of-outside-eu-countries/): The European Investment Bank is the EU’s financial extension and provides funding for projects in support of EU policy goals. Water and sanitation have been EIB’s fourth largest sector of engagement outside of EU in the period from 2010 and 2021. This year a team led by PEM-partner Eric Buhl-Nielsen evaluated the EIB support to the water and sanitation sector outside EU countries. The evaluation assessed to what extent EIB support to the water sector created results with a specific focus on whether it contributed to environmental sustainability, development outcomes and climate action. Out of close to 100 projects under evaluation, 8 countries (Albania, Bosnia and Herzegovina, Cambodia, Ecuador, Egypt, Jordan, Malawi and Zambia) were selected as samples for an in-depth exploration. PEM-Consultant Astrid Høegh Jensen visited Jordan. The team conducted interviews with various stakeholders and visited different sites, including the Wadi Al Arab water system project financed by EIB (see picture). The project responded to a pressing need in the Northern Governorates, which suffer from a significant water deficit, with added pressure from the influx of Syrian refugees. The evaluation is almost finalized and is currently being internally approved in EIB.
- [Programming Danish Support to the Systematic Observations Financing Facility (SOFF)](https://www.pem.dk/programming-danish-support-to-the-systematic-observations-financing-facility-soff/): The more we know about climate and weather developments, the better we will become at predicting and managing climate risks effectively. Looking into a future when climate change related (extreme) weather events will become more frequent, the ability to forecast these events is crucial. In 2019, the World Meteorological Congress agreed on establishing the Global Basic Observing Network (GBON), a global weather observing network that will increase climate resilience and support adaptation efforts. However, in some countries, mainly small island states in the pacific and some countries in Africa, there is still a significant lack of data. Therefore, the Systematic Observations Financing Facility (SOFF) will be established to support countries in generating the missing data. Denmark has decided to financially support this aim and further contributes by advising and collaborating with other countries in West Africa. Since May 2022, Pem-partner Kris Prasada Rao has accompanied this process. He has prepared the Program Documentation for the Danish support to SOFF, coordinated and enabled synergies with other projects, and supported Denmark’s efforts to engage in an active role in climate adaptation and mitigation.
- [Support of Women Dairy Farmers in Georgia](https://www.pem.dk/support-of-women-dairy-farmers-in-georgia/): In the regions Abkhazia and Samegrelo in Georgia, many people rely on farming to provide for their food and income. While men often take charge in machinery operations and crop production, women are key actors in dairy production. In 2020, new food safety regulations have been introduced in Georgia and dairy farmers now have to comply with minimum standards in hygiene, equipment and production techniques. However, many small-scale dairy producers struggle to live up to these elevated standards and are now fighting a battle against falling into poverty. Therefore, the Food and Agriculture Organization of the United Nations has started the program of the farmer field schools which runs from 2020-2024. The aim is to support women dairy farmers who want to improve their produce quality and assist them in self-employment. Now that the project is advanced halfway, Vera Devine (PEM) is reviewing its progress. She is focussing mostly on finding out how the project can be steered to achieve more sustainable outcomes and what adjustments are necessary for the successful completion. This round cheese is called Chachkaval, a “new” type of cheese that can fetch considerably higher market prices than the cheeses produced for daily consumption. Women dairy farmers can learn how to produce this cheese in the farmer field schools.
- [Feasibility assessment of a river clean-up project in the Indian city Hyderabad](https://www.pem.dk/feasibility-assessment-of-a-river-clean-up-project-in-the-indian-city-hyderabad/): PEM is conducting a feasibility assessment of a river clean-up project in the Indian city Hyderabad for DSIF. A considerable amount of municipal solid waste resides in the drainage system of Hyderabad. From there, it is transported to other water bodies and is most likely to be washed into the ocean, polluting the natural ecosystems. The waste also clogs drainage canals which have caused intensified floodings several times previously. To prevent these hazards, Hyderabad wants to install 15 clean-up systems at different sites in the city. The waste should be extracted from the water and disposed of through the proper channels of the Hyderabad waste management system. PEM partner Eric Buhl-Nielsen went to Hyderabad to get a first-hand impression of the proposed project.

- [Mohammad Jakariya](https://www.pem.dk/experts/mohammad-jakariya/): Prof. Jakariya specialises in Human Geography, Environmental Risk Assessment, Climate Change Adaptation, Water Resources Management and GIS. Prof. Jakariya is currently working as Professor of the Department of Environmental Science and Management of North South University (www.northsouth.edu). He has a wide range of experience in designing and implementing action research in the field of environment and development. He worked as a lead researcher for many national and international organisations mostly on natural resources management and sustainable development issues for more than two decades. Under his leadership, the department has seen notable success including the launch of two environmental and GIS labs. In addition to leading the department and teaching, Prof. Jakariya is an Executive Member of the National Environmental Committee. Before joining NSU, he was one of the pioneering contributors to the sustainable arsenic mitigation projects of UNICEF, Bangladesh. His contribution to providing sustainable safe water techniques for underprivileged people of Bangladesh is praiseworthy. He is currently the lead investigator of several projects funded by national and international donors. He received MPhil degree in Environment and Development from University of Cambridge, UK, in 2000, and Ph.D. from the Royal Institute of Technology (KTH), Sweden in 2007. Prof. Jakariya has published a good number of papers in international peer-reviewed journals and books.

- [Ole Buch](https://www.pem.dk/experts/ole-buch/): Ole Buch Hansen has over 25 years’ experience as an external auditor and two years as a national Danida auditing advisor to the Nordic Cooperative Project in Tanzania. Ole Buch is the external chairperson of PEMconsult’s board since January 2008. Mr. Hansen’s main field is within financial management, audit and general management and his main focus is on integrity, independence and impartiality. He has strong experience in policy development, communication and negotiation; with (and between) both public and private sector actors.
- [Søren-Erik Svendsen](https://www.pem.dk/experts/soren-erik-svendsen/): Mr. Søren-Erik M. Svendsen is a Comptroller with over 27 years of professional expertise in financial management. Since 2006, he has worked as an accountant on both short- and long-term assignments and framework contracts funded by clients such as Danida, Sida, KFW, DFID, World Bank, GIZ and the EU. In total, he has been responsible for the financial management of approximately 1000 projects.
- [Pihla Haapalo](https://www.pem.dk/experts/pihla-haapalo/): Pihla holds a Master of Science degree in Geography and Geoinformatics from the University of Copenhagen with a specialisation in Human Geography. During her studies, Pihla focused in sustainability, livelihood, and climate justice topics, and conducted fieldwork in Lao PDR.
- [Justiina Mattila](https://www.pem.dk/experts/justiina-mattila/): Justiina holds a Master of Science degree in Climate Change from the University of Copenhagen. She holds a bachelor’s degree in international relations from Malmö University. By combining studies in international relations with the interdisciplinary study of climate change, Justiina has focused on climate governance and mitigation and adaptation processes, while also gathering an understanding of the physical processes on Earth system and ecosystem ecology level. She is passionate about climate justice and the promotion of Indigenous Peoples’ rights, particularly the meaningful integration of those rights into policies, strategies and implementation processes.
